Unfortunately, there is no cheap way to heat that amount of water. It takes a whole lot of energy to heat 13,000 gallons. Having said that, the cheapest to operate (depending on your utility rates) is typically a natural gas heater. Well there is if the pond is built to be heated, I heat my 3400 gallon pond to 70 degrees in the winter for about $50.00 per month.
It is not a good idea to use one of these unless it has a stainless steel heat exchanger, most swimming pool heaters have Cupronickel heat exchangers that are about 75% copper. These can lead to copper toxicity in your pond.
In Florida it would seem that a simple answer would be solar. I have seen solar heating down by using black tubing and leaving it out in the sun. If you run water through a black bladder during the day, it ought to warm it up, some fine tuning would be needed. I would not run it at night so you would need to time the pump to be on during day time. Off at night.

The pond is fully insulated with R-10 ridgid insulation and has radiant tubing installed in the concrete bottom and through the bond beam block in the pond sides.
