Cheap Nylon hose can be place around the holes in the filter and work fine. They do tend to gather debris a bit more though. My favorite is a double sponge filter.
Ottos in general are considered the only safe shrimp fish, however if you have plenty of hiding spots, the shrimp tend to populate more than those babies eaten.
