Questions about setting up Saltwater Tank.

Ok thats not really a problem, damsels are very hardy so they should be fine. I will warn you though they can be major a-holes to other fish you introduce after so you may want to think about removing them once you get another fish.
Are they aggressive?

what do you mean top off water
When the water in your tank evaporates, the salinity goes up because salt doesn't evaporate with the water so you have to slowly add freshwater to the tank every now and then. Depending on how much water you loose. I usually add about a gallon every 2 or 3 days on my tank.
