Yah I would guess the red spots could be from exposure to ammonia but couldn't be 100% positive. In good water conditions he should improve quickly just keep an eye out for it getting worse or any secondary infections.

Like someone else said cut up nightcrawlers would be the food I would start him on then slowly switch him to pellets or a DIY food.

Remember to cover the heater if its directly in the tank, they burn easy. also 3 times a day feeding is best to faten him up. like the others said water changes every 3 days in large amounts is good practice when powerfeeding. when cared for properly they are very hardy animals. if you do add sand in the future make sure it is free of silicates cause it scratches the gills

although the more tanks he better, why not leave him in the 250 and use tube feeding method to feed him directly. congrats on the rescue and new ray you will love it.
