24" wide is considered insufficient by most for even the smallest rays. The consensus is at least 30" wide.

From what I understand is, P. Ocellata. 8 inch wide disc. I'm pretty sure it will be hard to come by due to the fact that it's mainly from Brazil and I think importing the species is illegal there. Unless your willing to pay (estimate) 200 - 500 USD, I think you should be looking at some other fish.

Actually my ocellata aka aparicio is a 12" male and I know a guy that had a 15" female. 6-8" is about what size you will find them imported at.

Seriously? Frick! I got told 8 inches max, so I was looking forward to putting it in my 55g (gotta 55g instead of a 75g). God, will I ever find a nice oddball fish...

Even at 12" it would be to large for a 55g. Scobinas are 12" and you say they need atleast 3' wide. How about dwarf puffers, its fun to see those Little Guys hunting snails :)
