Home Depot has 6500K T12 Philips bulbs in a 10 pack for about $30. You can't beat it for cheap lighting planted or not planted. Put them in the $10 shop lights and stick them under your canopy. Sure, they aren't going to be as efficient as CF, but I don't care and you probably won't either for the price.

Those plants you listed do not need high lighting or CO2 injection. With HO lighting anyway, you'll need CO2. Plus, who wants Java Moss spreading at full speed? A standard Lighting fixture and tube will work fine.

i have two T8's in my planted tank and they work just fine. i have mosses, ferns, annubias and some various grasses that all grow great, the T5's would be great but much more money.
