Yer i am not saying that the three fans and both my windows open cool my room down that its like a fidge but they do cool it down to where i can live/ sleep in there .

I have the same problem somewhat, but now have gotten used to it and don't really notice it anymore, thats just what comes with having your fish room doubling as your bedroom lol. The only time you can really notice it for me is when I go somewhere and I close the windows and my door. Its just like walking into a sauna

do you need your tank's temp set at 83*?

lower your heater to 72*, and let your AC work with your tank, rather than fight it.

most tropical fish are fine at 72*

I'll second that. Lower the tank temp. You will have much less evaporation also. Even down to 76° would be a big help.
