Geez, you ain't wrong mate that sure is a lot devils. Guess it wouldn't take long for them to overpopulate somewhere if you started out with a pair. Have seen some huge devil spawns before from a large sized pair.

I believe the lack of natural predators in Hawaii, and those other conditions RD suggested allow population explosions like that.
And in many cases treated effluent from waste water plants are cleaner than some waters near cities or agricultural areas.

Its become a common site here in Hawaii, there's numerous separate locations that look identical.

This particular site, I've noticed after heavy rain there is a black/brown sludge(kinda looks likes poop) that collects above high water mark. On top of being close to water treatment facility, this area is close to an industrial area, numerous small oil spots on surface. I would say water is on the funky side.

They aren't the best fighters on rod and reel. I have thrown small flies on ultra tackle and livebaited Gambusias for them
