Bahaha, molestation. Seriously though, he's definitely molesting it. What the hell is wrong with that guy? Leave that damn fish alone! I swear... Sometimes I can't fathom how people that don't seem to know a single thing about fishkeeping or what's in the best interest of your fish (ie not stressing it out by molesting/spinning it in circles, pawing it's damn slime coat off by "petting" it etc) have some really nice specimens.
