Whats the Best sand/gravel for me?

I have a fire eel, looking to add a silver arowana and a motoro stingray so I need a substrate thats fine enough for the stingray to burry himself and for the fire eel to dig but I want it heavy enough to not get sucked up the filters... and to make matters even harder I want it black...
Obviously it cant be abrasive as I dont want my fish getting cuts and grazes so what are my options? if any?

I have found a very small 1mm gravel thats got no sharp edges atall its like tiny little balls.... its black but my worry is the colour will run or fade

I use black diamond sand in my gourami/cory tank. Its very fine, and the cories love it.
 
Your filter will not suck up the sand as long as it's a good 5" away from the bottom.
You can get pool filteration sand, it's great for rays, eels, cats, etc and it is extremely cheap ( 9 dollars for 30 lbs )
