It should be fine, my friend has some and they seem to grow a bit on the slow side. But I'd say 2 water changes a week since it is a cichlid. I do 2 partials and a 50% change on my 110 that has some juvenile Festae in it.

NO you wanna do more WC to avoid damaging the growth of the fish. If you get a pair you will less time you can keep them in a 10 gallon as they wont have anywhere to get away from the other
Where did your friend purchase his Bartonis from? I have looked at cichlidoftheamerica.com, but would have to purchase a minimum of 50 dollars worth of cichlids.
It is just me, and I don't know what part of Illinois you live in, but I would think you could find a LFS in an hour or two radius that might have these or would order them for you. This could lower your cost as they normally then cover shipping. Just my two cents.
And to answer the OP I would say you could for a short term keep them in the 10 but would get them out ASAP.
