Any reason why you did not add vertical rebar for the block walls? Something like this? (orange capped rebar)

I really hand'nt decided how I was going to do the walls yet. Since I have decided to go with block walls I will lay the first row of block then I will use a hammer drill and drill the pad for rebar placement.
 
so whats the plans for plumbing and water filtration? everything running through the blocks or over the top and into the tank?

The plumbing will be through the walls.

For filtration I am going to use 150 gal. stock tanks filled with black lava rock. I have used this type of filtration system on a 1500 gal indoor pond at my other house before I moved and it worked very well.
 
If you're building the sides out of cinder blocks then how are you planning on cementing the windows in?

I am going to render the inside of the tank with retaining wall cement which will also make the cement blocks water proof, I am going to use the render
to cement the glass in place.
 
Some other info.

For heating the water a natural gas hot water heater will be used with a shell and tube heat exchanger.

The building it is in is just a over sized metal carport that I am going to enclose making it into a sort of green house.

For heating the building I'm going to use said water heater with a water to air heat exchanger.
