This story doesnt add up. If he wasnt home at the time of the incident then how did he know they used dawn dish washing soap? Youd need 20gals of soap just to scratch a 15,000 gal pond! And i also see in your original post you say 'pond full of suds and dead fish' but that doesnt mean they used DAWN soap. Why dawn? That stuff is expensive. Why wouldnt they use bulk soap. I would blame some other contaminant. UNLESS he found evidence like an empty bottle or something?
 
He found 2 of the big bottles (Sam's/ Costco size) floating in his pond when he got home. I guess he assumed it was Dawn but I agree they could have just been the containers for whatever was used.

Some people are heartless. :( I have never understood the reasoning behind tearing up other people's stuff in the first place. Even as a rowdy teen, I didn't destroy the property of others.
 
Put out a "REWARD" for info.
They can be ordered to pay restitution to replace destroyed 'property'.
 
The reward method sounds good, but make sure you have a disclaimer that they must have proof to get the reward...

It could be that the bottles that were found floating in the pond had Dawn on their labels....I used to have a small pond in my front yard but had to shut it down because some young punks kept trying to steal my koi....Even now there is a nut running around and slashing people's above ground pools.They have some of his actions on videotape,people are crazy ,or jealous.

Needed to call the cops to make a report and file it four investigation (wildlife poaching or whatever) maybe they could of found a print on something like a bottle or whatever. If anything it needs to be turned in and reported non the lease
