it appears to be lucky bamboo which is not really a plant that is meant to be fully under the water.. It will live for a while like that but the tops need to be above the water or they will die
 
NO they are not underwater plants.

NO they are not bamboo.

Dracaena sanderiana, a terrestrial plant, is what they are.

I don't know how long they can ACTUALLY live like this, though.
 
I'm pretty sure the roots need to be submerged, if the whole pant is submerged it will eventually grow out of the water. Either way it works

This is incorrect. Dracaena species cannot live submerged long term. If they manage to make it out of the water fast enough, they will survive, however, this is not a long period of time. Generally 4-6 months at the top end, before the plant will begin dying.
