Tap Water in a FOWLR setup??

FOWLR and FO with any rock/sand is the same thing.

You don't need RO unless you are doing coral. Even then you don't NEED RO, it just makes it easier. Reverse Osmosis is just a VERY fine filter to pull particulate out of the water.

Any rock will pack bio after a while, starting with live rock first will get critters/hitchhikers etc. not the same thing and such critters will be much more prone to death etc from impurities in the water, hence RO to be on the safe side. Plus, rock and/or sand are not a prerequisite for a FO tank.

you can also cure dry rock and make it live so there are no hitchhikers. I started a 20L with dry rock and dry sand so it all depends on what they want to do.

sorry mate, but I think you misunderstand what curing is for. It isn't anything to do with ridding the rock of critters etc, it is all to do with the removal of dead/dying/decaying matter due to the shipping of the rock and it's exposure to air. If the critters are hardy, they will survive the curing process.
