Go to home depot and buy an appliance moving handtruck. They have tracks running up the sides of the handtruck to let them ease down stairs. I move refrigerators at work by myself all the time up and down steps. They also have straps on them so the tank won't come off the handtruck. You just need one more guy to push against the tank as your going down, so as you're going down steps, the weight is pushing you back into the steps. It's not hard once you get going.

I have the same problem today with my 265 glass which is much less than yours. I’m offering Hooters which has got guys coming down. To move it on the floor I have built a dolly the size of the tank with a little overhang so we can use it as handles. It rolls on wheels and is a piece of cake to move and I just have to lift it over a couple steps. This won't help with your steps but it will help with the rest depending on how far you are moving it.
