How do you know if bacteria colony is established?

I've been cycling my tank for over a month now and I wanna add a few fish already but I'm just not sure if my bacteria colony has been established yet. I keep track of my pH and I have live plants so ammonia and nitrates should be fine but how can you tell if it is? Input is greatly appreciated. Thanks!
 
If you have a water test kit, test your water you should have 0 ammonia / nitrite and only very low nitrate if i remember correctly...

Well I filled it up about halfway with water from my other tank (has been running for 3 years) then filled the rest with tap water including Stress Zyme Bacteria Booster and obviously conditioner. I also added sand that was previously used in a tank which I'm sure already contained some sort of ammonia or even bacteria to begin with. Then I set up an XP3 and XP4 (previously used but rinsed out) to filter the tank and give flow. Then I started slowly adding my heaters, a powerhead, driftwood, live plants, and 11 Neon Tetras (only 5 left). The Neons make me hesitant about adding fish since 6 have died already while cycling.
 
fish die during the cycling process...it happens...but if you've had it up and running for that long and the last death has been quite some time...then i would say you're safe.
