Stacking the tanks in a step style rack allows you to put the tanks closer together and still allow access to the lower tanks.
How you build it all depends on you. Ask yourself a few questions, is this going in the garage or unfinished basement, or in your everyday living space?
You could simply build it out of some 2x4's for a basic stand/rack or build out of plywood and finish it like furniture.
However you build it you need to consider access to the lower tanks and room for filtration.

thanks, it will be inside and more than likely off of sponge filters. there is a guy in the neighbor hood that builds everything as a hobby and only charges a small amount beside the labor. I may tank him up on his offer to build me some. is there anything special you do for fishtank in the building process. I mean some cut or somthing a normal carpenter that is not a fish person would do??
Basic construction techniques that a carpenter would use will be more than adequate and most likely over built. Go to your LFS and look at the tank stands that are built to support large tanks, there's not much to them. Most DIY stand builders are guilty of over building and there's no harm in that. It's better to over build than to under build.
My commercially built 125 gallon stand from my LFS is light and I can carry it myself. I'm about to build a stand for an 85 gallon tank with the same foot print as my 125 and will probably need help to move it when I'm done. I will be using 3/4" plywood to build it.
