I very much doubt that, in fact if I wasn't on the other side of the world I'd be prepared to offer a money-back guarantee on it!!
Ten years old and only 5.5" shows what inadequate swimming space will do, I'd really be interested to see what would happen if you added him to a group of CLs in a good sized (6'+) tank, would it have a growth spurt, or stay smaller for good?
CLs are very social fish, and the fact that he has made it this far without that social interaction is no reason to keep him alone any more. If your tank set up allows it, I'd add another 4-5 at least, any size, but make sure you quarantine them if they're coming from the LFS!!!
if you dont get a few more young ones this fish will be hiding all day long and be fearful!
