Help with sealing inside of a canopy

I am building my own canopy with 1x4s on the top and I need to seal the very tiny gaps in between them, so I bought silicone to do that. I also have spar urethane to seal the wood itself. My question is what should be done first? Spar urethane seal or silicone the gaps?
