What bichir gets that neon green color,

Delz get some really nice green colors to them on black sand.

I'm not sure what you meen by neon green but many do get green. I know that del, ornates, palmas palmas, palmas buettikoferi, palmas polli, i've heard that sens also get it, and a lot of the lower jaws get it. and yes polypterus have teeth
 
The green can be found in WC delhezis, retros, and palmas I'm pretty sure. They do have tiny teeth.

Cb dels have green pigment too, it depends on substrate colour, diet and possibly a few other factors im missing.

only if they are high quality dels. It doesn't complete depends on the substrate, and food.

Pretty sure mine was a low quality. Had green pigment when i bought him, then it faded away over the light coloured tile. Once he was big enough to start accepting a wider variaty of foods the pigment started to come back. Then he broke his neck...

So i would assume almost any delhezi can have the green pigment depending on their environment and care.

Yours actually wasn't the lowest of quality if I can recall. mine is what I call the lowest of the low. No bars what so ever.
