Is this tank cycled? You might just be seeing a bacterial bloom and not a mess from the sand.
The tank has only sand in it. And its been getting filtered by a fluval canister filter. I haven't put any fish in the tank due to the issue with the sand

Would it hurt my Red Tail Catfish If I put him in the tank once it clears up and the sand settles? I already have the filter and everything setup but the RTC is growing pretty fast and I don't know how much longer I can keep him in his current tank. Would it hurt him if he stirs the sand up a little while he's swimming around the tank?

I doubt the sand would hurt him but the tank not being cycled will. Check your parameters and see where they are but from now on don't do any water changes cause that's just going to make it worse. And no if he kicks up the sand while swimming won't hurt it when I had play sand my cats would do it all the time.

I am filling my tank back up right now. Once its full I will test my tank and tell you what the ph and nitrite are. And yes I do have my old filter ill set that up on the new tank

Sounds good I would keep an eye on the ppms but you can move him once the sand settles

After reading this, I'm almost 100% sure your tank is not cycled.
You should read up on the stickies here about tank cycling. It's very important and I would not put any fish in a tank that isn't properly cycled or started with well-seasoned media.
