2 id sharks in a 25g....

Sounds like a sad package deal but maybe if the seller is made aware of his/her cruelty to these animals, he/she will let them go for free to the right home and just continue selling the tank and accesories. IMHO, it's worth a try.
 
Are you in any position to help those fish?? Can you take them if you have a large indoor pond or find/contact an MFK-er like Arapaimag who can take them?

They will probably not get much bigger than their size now.

It is often reported that even after severe stunting due to a small tank, catfish are still able to reach (if not full but not too far from it) potential given the right home and care. Surely it varies with species, specimen of the same species, and circumstances but these IDSs will reach 2' for sure. Their "full" potential is 3'-4' with wild records in the 5' range.

Thats true, but I tend to find that ID Sharks, especially ones who genes are so watered down like the ones sold at Petsmart and Petco (most likely where this person got them from) tend to not even reach 2', regardless of water quality and tank size. The stunting would just be another variable to the equation.
