No joke, fish are more skittish sitting on the floor then if they are at waist or eye level.
i'm guessing from all the vibration on the ground? Also the stand can act like an "insulator" (can't find a better word) for the tank since the floor is usually cold. there will be a lot of temperature swings without a stand.
The carpet insulates the tank from the concrete floor. I know having the tank on the floor can make them more skittish.

I think it's more the effect of people 'looming' over the tank making them look huge to the fish. When they're up off the ground closer to a person's eye level we probably look much less imposing/threatening to them.
