So start with 40-60 fish killed? The problem with your idea is you assume people are too beneath you to understand what youre trying to say (see your reception is poor for your latest veiled insult). Point 2, as pet spoiler pointed out, the punishment must fit the crime as laid out by sentences from other crimes, both lesser or greater crimes. You have to overhaul everything, not start with 40-60 fish killed

that's purely incorrect assumption on your part ,I merely state the obvious holes in your assessments ,all things being equal..as a matter of fact you once got mad at me for throwing in one of your OWN posts to prove you wrong...sorry I muddied things up with facts..
