Depends on how close you are to the shipper, and what connections they have with the shipping company- if you got fish from. freshwatertropicalfishonline you can do ground shipping for super cheap- and the dude ships fedex overnight for 38 flat rate for most fish

Any particular reason for a Congo? When I was researching and looking for my puffer I wanted a puffer I would see out and Congo tend to bury themselves to ambush prey. So I decided on a Hairy puffer. I got mine from Wet Spot and I am only one State away so shipping was only $20. The other puffers I considered were arrowhead and Humpback. The arrowheads just were not available at the time and the humpbacks seem to be ultra lazy from what I had researched. Very happy with my hairy puffer who lives in a 40B with an Aquaclear 110 for filtration.
 
Was going to add that the crazy diet of raw foods tends to pollute water quite quickly so its actually best to have a larger water volume and over filter. Most of these types of lurkers do just fine in about a 30g by themselves but having extra water volume would not hurt.
 
I just received the congo puffer from wet spot in oregon. I live in Oklahoma and I ordered it around noon my time yesterday on Tuesday and it arrived around 9:45 am today Wednesday the shipping was $36, but I felt like it was worth it because I only green spotted puffers, dp's, and figure 8's. I have been wanting a freshwater puffer for years and finally got the courage to order online and it all went well. The puffer is around 3" and is buried in the sand at the moment.
 
He actually is fairly active. He swims around for a bit then buries himself for a while and then swims around for a bit then finds a new spot to bury himself. He is in a 75 gallon which was a community tank, but everyday the population is shrinking. This tank is decorated a good bit and so I think that helps to keep him out.

It did have 7 tiger barbs, 1 brichardi, 1 tropheus, 2 synodontis catfish, and 1 blood parrot before the congo puffer was added. It now has 1 tiger barb, 1 blood parrot, and 2 Synodontis catfish everything else was killed by the congo puffer so this weekend I will be returning the blood parrot and catfish to the local fish store hopefully for store credit. All the fish that were killed were no larger than 2 inches and the blood parrot and catfish are all over 4 inches, but I don't want to have any more victims. The congo puffer is a nice oddball and rarity around my parts and I paid $76 for him because of shipping and he isn't going anywhere!
