This seems like a good idea too but it wouldn't really work if you had a hole cut in the back of the tank for the water to drain. I've seen this concept with built in overflows though where there is another piece of acrylic blocking the slots where the water would flow in. I think the set up I saw was more so that the floating food wouldn't get sucked up since it was an arrowana tank.

If you added one of these (overflow strainer) I think it would greatly minimize the chances of this happening.

You can also make your own with pieces of PVC.

You should be ok with a strainer. It takes alot to block a drain, if you're running within the plumbing's capacity and a dead fish gets up against the strainer, you still should be ok.
That being said, I like having two drains on every tank. And having both drains sized to handle 100% of the flow on their own. Not just for the safety factor, but its nice to be able to shut off one side and work on a section of plumbing.
