About 15 minutes i realized a bunch of little high red color wormes it look like they have pinchers are they harmful it looks like my gar is eating them he's about 5 inches long.

Those are the same bloodworms folks feed their fish whether live, frozen, or freeze-dried. Bloodworms are the larvae of midge flies. There are midge fly species that are endemic to PA.

I put a sterilite tub full of water out on the deck all summer to culture some mosquito larvae for my fish. When I cleaned the sludge out there were tons of bloodworms in the bottom. Bonus!

So should i clean my tank out or take it as a bonus

Bloodworms are useful fish food and can't hurt anything but very small fish, but they do eventually turn into flying insects. Just stir the substrate up a bit now and then so he can get at them.
Cute gar!
