heard a few storys how people of had there water heaters break open and fry there fish. Was thinking what if you could heat the glass from outside of the tank to warm the water.
 
I'm running a 3kw atmor external heater on my garage tank that has a pump feeding through it constantly and only triggers when temp drops. I've left it at 2kw and it moved my water temp from 44 to 80 in just under 24 hours for about 900g with external temps in low 40s.

If read about tankless water heaters, although they can be a little complicated to install, or inline tank or pond heaters, but the best things are good insulation and heating the room too

I've actually never heard of fish getting electrocuted due to a broken glass heater. Fish inside the tank appears to be unharmed by eletrical leakage. The same can't be said for the tank's owner, who is grounded, and comes into contact with said tank water. However, I've heard a number of accounts of fish loss due to heaters being stuck in the "ON" position and essentially, cooked the fish.

Glass heater breaking is mainly due to fish ramming, whether intentionally or accidentally, into the heater. This can usually be safeguarded by using a commercial or diy pvc heater guard

Was wondering do they make a heater that is set into acrylic or glass meaning it was poured into a mold with the heating element?

Not to my knowledge. There are titanium encased heaters readily available. I've yet to hear of any aquarium fish being able to damage these
 
Also look for ones with an electronic thermostat. The spring ones are naturally going to become inaccurate overtime, since the spring tension isn't exactly eternal.

Edit: and get a controller as a backup. Then two sensors would have to fail.
