I know it would not be a pretty sight but I have had it with my neighbor's kids climbing my fence and coming into my yard.

If this was a not very well poster I would have assumed it was a joke which is actually pretty funny....
But coming from you, I am assuming you are serious? I think there are other/much better options.
To answer your question yes it is legal to have barbed wire, will look pretty crazy but will be efficient I suppose. Are they vandalizing your property?

I'm tired of arguing with their ignorant,non working mother so I'm all ears man....I would be in some deep doo doo if my dog chewed on one of the little welfare urchins....even if it happened on my property.
I'm not sure on regs in your area but I'm sure a little barbed/razor wire could go unnoticed if properly camouflaged...
I think you should hire a toothless elderly man to chase them back over the fence in the classic "you kids get off my lawn" style. 
Just get and electric fence like the ones they have at farms and run the wire along the top of the fence. So when those little brats climb on the fence and grab the wire on top I think they'll think twice about climbing it after that. That sucks. Just call the cops after you record them. If they continue to do it make a trap for them
How about adding some liquid tar on top of your fence?
