Looks like a female but still to small to tell, as for the eating issue. What are you offering, what are its tank mates, is it being bullied, what was it eating before you acquired it?

I tried blood worms...freeze dried shrimps...live fishes ..and pellets too..but nothing works...he has not grown since i bought it...2-3 months back...

No worries, it'll be food for the RTC before too long

It's probably being out competed. I'd try spreading the food out when you feed. The RTC will probably eat it one night tho

I bought him for $35 about a month ago he was 8 in so he or she has grown an inch in a month. But I seen something sticking out by the anal fin and thought is was a breeding tube.
