Hello; I'll throw in on this one a bit. The change starts when the one is first to ask the other to marry. By tradition it is usually the guy. For a guy to ask a gal to marry him, then he must already be too, too, tooo far smitten to later hold his own.
Others may have a different idea. There are other reasons.
