It's Taiwanese I beleive. May have been used during Japanese occupation.
But the flag on the right is Taiwanese national flag.
The first two large characters below flag (read from right to left) read Zhong Hua. The international name for Taiwan as they are not allowed to use their "independent" name Taiwan.

Wouldnt be under Japanese rule, that was before PRC took over. The flag on the right is Taiwan's newest flag after China took over. that flag started use in 1945. So the note isnt any older than that. When under Japanese rule, Japans flag was used as Taiwan's flag.

Even the occupancy by China in the 1800s the flag was a dragon

I think the bust is of Sun Yat-sen but I am still un able to pin point it
