They have their own buyer protection stuff too so if you're buying from a vendor and something goes south, you can protest the transaction with Paypal. Yeah but I think you need to at least attach a bank. Credit cards are optional, and from what I can tell you can add those credit card-like gift cards, which means you'd be able to use them to buy from Toyin
