Low tech planted 10 gallon.... Plants with sand

OK so I'm setting up my kids 10 gallon and he wants a planted tank. Happy he has the bug lol. Anyways its a 10 gallon with ac30 and a sand substrate. Now I have dirt that I treated and mineralized a while ago for my past 30 gallon and a 10 gallon won't need to much.
My question is with it going low tech.. No co2 or ferts just lights and who knows at that depending on plants...should I add the dirt or stay just sand. We have driftwood and plan on java fern, anubius, moss and such for water column feeders...
I'm assuming rooted plants would be out with no dirt. Being low tech should I just work with hardy, water column plants and forget dirt...?

Personally I would just do the Java Fern, Java Moss, and Anubias and just do sand.
