Why is this illegal? Or are they just posting that the police busted someone doing something OK? I am not allowed to keep sharks?

I don't know any laws in the US governing keeping sharks, just in general. I know that permits are needed to own certain species, but those don't apply to anything listed there. If the sharks were all under 4' - that makes at least the leopard sharks illegal. But I don't think they had their numbers right.
After all, this wouldn't be the first time the media got the numbers wrong :P

I don't think it's the same one. The one that was busted was a flexible liner pool with a pvc frame. The one in this video is a rigid sided above ground pool.
Yeah, not the same pool, but the pool-with-a-window does seem to make a really good fishtank, and I see people giving away aboveground pools every now and then. It's probably pretty cheap.

52" is the minimum size they can be collected at. Although I don't know if their 2-4' figures were correct or not.
If you watch the video, the whole thing is a mess. They say sand tiger in the video, sandbar in the article. They certainly look more like sandbar sharks than sand tiger sharks, in the video. What annoyed me (other than the fact that the feds showed up to somebody's house because he had legally-kept sharks) was that he said they are "much too big to be kept as exotic and illegal pets". They aren't illegal, and there are certainly people that can house adult sandbar and sand tiger sharks.

Exactly what I'm thinking. I've yet to figure out who the guy with the pool in that video is - it's not Turbo/Josh though.

It's a great setup, you just cut a piece of acrylic, set it up over the skimmer box, heat it with a blowtorch if necessary, then drill holes in it so you can bolt it to the pool's skimmer frame. Much cheaper than a concrete/plywood tank or a full glass/acrylic tank.
It can be done very cheap. You could do a 24' pool setup for around $6,000, filtration and everything.
