One Stingray not growing pair of pearls

Currently there eating 40 ghost shrimp once a week and 3-4 night crawlers two time a day obviously the big ones eats most of it the little one eats a little then hides big one just keeps going to town

I have a pocasimos and 3 discuss for now the rays were first in tank so the other fish don't bother them at all

It sounds like the bigger one might be dominating the little one and because it eats slowly it is probably not getting enough or as much food.
When i have a small one with bigger rays, i feed until the bigger ones have had enough and then i try and give the little one a little bit more.
It helps if you have a long tweezers and you can gently take the food to the little one.
She might be a bit scared at first but she will quickly learn that the tweezers brings food and she will come to it to eat

I usually give earthworms when the rays are small and are not eating prawn or fish yet
The baby should be getting about 6 or 7 earthworms twice a day, if she wants more then give her a bit more
Once they both eating well and nice and fat, you can start introducing the prawn, fish etc...

Your parameters look ok.. I usually do 50% every week

Nitrates of 10-20 ppm would be much lower than where I'd think it would be causing hunger issues. Granted, I don't keep rays, so I defer to you all, but I think they'd be pretty sensitive for that level.

Cool yea I was thinkin it was a dominant thing but then had me thinkin it might have a parasite but I dnt really think that's it as the both burrow through the sand swim the walls and etc they both seem very happy when u just sit from a distance and watch but the little one allways freaks out when u walk up to tank for a few moments then will come back out I will try and work just feeding the little one a bit more direct , now all the fish , shrimp,krill and other food is that stuff u buy from lps or at grocery store ?

The fish, shrimp, etc.. you can buy at the grocery store
Just have a little patience and your baby will come right,
 
How big are they?

I would feed them more. I dont think 6-8 worms a day are enough for rays that are 6+ inches. Most of my rays are eating pellets supplemented with tailapia, market shrimp, and silver sides.

One motoro will not eat pellets..... yet. She is about 7 inches. I feed her 12-15 worms per day. She has begun eating MS and silversides as well. I have been mixing the MS and SS in more and cutting down on the worms......she can easily do 2-3 medium shrimp and 1/2 doz SS.

Feed your rays a bit more (based on their size. I havea few 3.5- 4 inch babies that eat mysis and 2 small worms twice daily. ).

You need to do loads more water changes!
Every other day would be better. Even though you say nitrates are low (assuming your test kit is correct) rays love/need lots of fresh water to thrive,
Consider dividing the tank until the smaller male starts eating more confidently and definitely get them off worms and onto frozen foods as well as pellet. They will then start to grow much quicker.
Lovely pair of Pearls.
Pearls can be a very feisty ray especially if 2 males are kept together so definitely one will dominate the other.
