Have a couple questions about plugging holes

I bought a Rubbermaid stock tank off Craigslist to growout fry in got it cheap $20 but they drilled two small holes to drain. They used it for a beverage holder at a party. How can I safely close these holes up I can’t imagine it being to bad since they are small.

Second question how do you cap off bulkheads? I have three on a tank I need to cap off but I don’t know what the part would be called or if I have to make it.
 
I would blob on silicon and call it good
 
I agree, silicone. You could get a piece of glass or Plastic and epoxy or silicone it on the inside directly over it also. That would probably be better in my opinion because the water pressure can’t push the plug out.

Agreed on placing a piece of material over the holes with silicone or epoxy.

For the bulkheads put a short piece of pipe in the bulkhead and put a cap on it.
For those small holes you could use plastic weld from jb weld. Once cured it is safe. I've called them on it.

silicon and a nylon bolt screwed into the hole.

depends on the bulkhead, if not needed at all, I will glue a plug/cap to it. If maybe needed later I will glue a small piece of pipe to the bulkhead and then a threaded male and threaded cap just screwed on with a bit of Teflon tape.

Do you have a picture of the bulkhead capping?
