Just a thought, my cutter got way too big for such a tiny tank.
My male easily topped 6" long and 5" tall, about 4" too large for 25 gallons.
IMO only dwarf cichlids would fit in that tank, something like Amtitlania nanoluteus or Apistgramma
There are some killifish or wild Betta species that might also fit the bill if color is a concern, gularis below

Personally, I think a 6" cichlid as a solo fish in that size would be fine, though others may disagree. A convict, cutteri, panamensis, something like that, a single male would be ok with some tetras to chase around.
The Nanoluteus that Duanes suggested would be a good choice. My LFS has some in a 150 gallon planted community, the largest male is almost 5" long and chunky. Largest one I have seen. I think a male would be fine in your tank.
I really like the Appistogramma and the Blue Acara, because I’m not really into freshwater puffers. As my name implies, I love cichlids, but I’m torn between the two species, does anybody have more imformation about these two species concerning my tank setup? It would really help. well if you go with the blue acara, try to limit yourself to just one or a m/f pair. males get a respectable size and more than one would most likely fight a lot in that size tank.
for tankmates i would go with six larger tetras, lampeyes would work well. and maybe a couple of the larger varieties of corydora. anything under two inches you can expect to be hunted by the blue acara.
standard SA decor like bogwood, ferns, etc should work well. if you want them to lay eggs include a small, smooth boulder somewhere isolated in your setup.
i feed freeze dried bloodworms, shrimp pellets, and blackworm pellets regularly, then sometimes earthworms for a treat. my tank is 7-7.5 ph and 76-80 F and my two pairs dont ever stop eating and breeding it seems so i think theyre happy lol.
