pleco chilling under heater bad or ok

I wouldn't worry. Especially a smaller fish like that, the glass on heaters barely even gets warm unless you block off the water flow to a large area of it.
 
That's not unusual behavior for a BN. Looks like he's enjoying a little cover and concealment. His fins are intact, no fin nipping going on. Likely not hiding to avoid aggression. Your BN will move if things get too warm.

Not really,
good clean water, some caves and two to one female to male ratio and the odds are in your favor
Just depends if you will have any tank mates that will go for the eggs or fry
