No, they don't deal with hobbyists. If you've got a non-chain lfs however, you can still order from them through the store. I've done this many times.
Failing that, they're pretty common in our vendors here. I've seen Tangled Up in Cichlids ( B bigguapote ),

have them before. I'm pretty sure

could probably get them super easy, but he typically deals in stuff that's a little more exotic than a characin cuda.
