It looks like the beginning stage of drop eye.

I read that you could treat drop eye by taping paper over the sides of the tank and then by putting ping pong balls in the tank, so the arowana would be forced to look up.

I think that if you did it for like a month, it should strengthen the eye muscles of the arowana.

I have 10 roseline sharks at the bottom of the tank I think that is what probably caused it

Yeah remove anything that could cause him to look down, and the ping pong balls will force him to look up.
