Is this counted as overstocking?

Hi. Just want to ask for you guys opinion. My friend just bought an 40 cm x 40 cm x 40 cm aquarium. I think he is using some kind of chinese brand filter (boyu) that is equivalent to eheim mini in term of the filtration rate. He is doing some aquascaping inside the tank with 20 cherry shrimp, 10 neon tetra, 10 ember tetra, 5 galaxy rasbora, and 5 scarlet badis. Should i tell him that he is kinda pushing it or is the tank population just fine? Thanks and sorry for my messy english
 
yeah... that overstocking.

So beter would be:
-dont get badis. u can't get males and females so it won't work.
Tetra's get to big
--galaxy is better to keep with 6. And I personally thinks its to small. Mosquito would be beter in such a tank. But its okay to keep galaxy.

Its better to do only shrimps and snails. Every fish ever will eat shrimps.

That’s overstocked to me. Hope the water quality isn’t getting bad.
 
My calculations show it to be just under 17 U.S. gallons. Sounds like pushing it to me, but then I have only kept cichlids so maybe different rules apply.
 
Well judging from you guys comment, i am pretty sure you guys also agree that it is overstocked right? He is saying that he is not keeping cherry shrimp. But some kind of shrimp native to sulawesi (celebes). They only grow to half the size of cherry. But it is still kinda overstocking and the shrimp are proned to be eaten by the tetras aren't they?

like I said every fish will eat shrimp. I think galaxy won't do a lot of damage to a shrimp population if there is moss. Every other fish will eat the eggs right under the belly out or will eat the baby shrimps. The tank is way to small for tetra's.

Hmm. If that is so, thanks. I am gonna tell him to relocate the tetra then

That tank is definitely not too small for tetras. I am going to disagree and say that it is not overstocked, the fish he listed are very small, the neon tetras would be the biggest things in the tank. The only problem i see is that the badis are aggressive micro predators so they may attack the shrimp. I have never heard of or seen any fish eat shrimp eggs.
