I am planning on making a rack for 4 29 gallons.
What would be the best filtration to filter all 4?
I was thinking two sumps filtering 2 tanks each, but would individual canisters be better? individual canisters would eliminate the risk of cross contamination, but then that would be far more expensive.

Personally would do the Sumps and like you stated probably more expensive to run individual Canister Filters.

Four 10Gal sumps from the Petco $10 sale.
I run three 30s and a 55 off individual 10g sumps.

I also use sumps, and usually run 4 to 5 tanks on each one, totalling about 300 to 500 gallons of tanks for each sump. The sumps are usually old 50 or 75 gallon tanks.
I also use a ball valve on the influent of each tank, in order to isolate a tank if needed.

Alright, I'll go with the 10 gallon sumps then, but, this would probably be pushing it, but would I be able to successfully filter 2 tanks with a single sump, and just have 2 of those for space sake? these are going to be my show tanks at home, and are only going to house one fish each.

How big are the aquariums?

Well yes, you could totally wimp out and just buy conventional HOB filters, and suffer the conventional problems.

Or you can build a wonderful super custom one-of-a-kind filter system, which is way more fun.

Not everybody can deal with this.

Also HOB filters, in my mind, are not ideal because they mostly provide cross tank circulation (unless you use a flow robbing diverter of some kind.)

I noticed that my fish are much happier when the flow goes in the long direction of the tank.
