I'm fine with an in sump option, external sitting on sump alternative, or going with inline, as I can just plum it into my purigen/total nitrate reactor.

The right sizing of the unit depends on what level of sterilization you are trying to accomplish.
I prefer inline UV units for safety and ease of maintenance.
Then you want to size the unit to obtain at least 50 mJ/cm^2 of UV dosage. Wattage is what dictates the dosage.
The size of the UV is not as important as the contact time of UV with water. for 200 gallon tank I would push around 500gph through a 55 watt UV to eradicate free floating algae. Higher flow reduces the contact time thus reducing the effectiveness. I aim and most suggest around 10x wattage output for flow through the UV.
