So I found a local stream that had some water lettuce (all over the place in FL) and was able to take a bud home in a cup.

What would be the best way to introduce it to a tank in order to maximize chances of survival but not introducing bacteria or hitchhikers?

Would a brief bleach dip be enough? Or maybe to harsh?

Yes would most definitely treat and quarantine it prior to putting the Water Lettuce in the aquarium.https://www.monsterfishkeepers.com/forums/threads/prepping-treating-new-plants.598159/

Another couple dips that work, and is not quite as harsh as bleach, are potassium permanganate (a species of salt often sold to treat skin maladies in humans) (and for water treatment), or alum (pickling salts) (also used in water treatment to kill, and flocculate out pathogens).
After the couple minute dip, rinse the plant thoroughly.
Potassium permanganate tends to turn water pink in the presence of organic compounds.
Alum is viscous.
