Aquarium project: tanganyika tank

Hello I want to set up a big Tanganiyka tank for a pair of Boulengerochromis microlepis. This should be an approximately 1650 gallons (17' x 5' x 3') tank. Will it be sufficient (I can make it larger if needed)?
I thought about this population:
- a pair of boulengerochromis microlepis
- a pair of oreochromis tanganicae
- a group of 8 cyphotilapia frontosa
- 3 auchenoglanis occidentalis
- 4 distichodus sexfasciatus
- 2 mastacembelus frenatus
- 2 polypterus ornatipinnis
- 1 tetraodon mbu
Is this too much?
 
Yes I saw this video and it inspired me a lot.
For the grouper I just think he makes it take a bath of freshwater to remove parasites.

For the moment I am trying to know if the population I am considering is good. I am in a temporary housing for about 2 years (I'm student). I could have completed this project now but I prefer to wait until I have a stable situation. As soon as my studies are finished i will start more seriously to take care of this project.
I want to fix a population and a size for the tank.
