Budget planted aquarium advice

thankfully, we live in the same house with the same water and I’ll use the same substrate so hopefully there will be minimal die off When I’m ready rescape her tank. I’m so excited to surprise her but I’d rather wait and give her a better look by not rushing and growing the plants myself. Plus, I can just move most of my plants leaving enough to scape my 40 breeder and 20 long while I am at it.
Oh that is the ideal situation lol

Def spend some time growing them out yourself...I’d say from 1-5 plants of Val in 6 months would give you enough runners to fill the background of your moms tank.
 
If you want to propagate your plants fast, do a full on dirted out door tub.

that is a really good idea but unfortunately I live in an area which has extremely unpredictable weather. I have some grow lights for an indoor garden I had awhile ago that has made my aquarium plants grow really well and I’ll probably use those. For my moms tank I’ve decided to put the extra money I saved towards getting her the Finnex stingray.
 
That could be a tall order to get that lush growth and carpet you are going for without C02.

Is you're mum going to be up for the maintenance of a heavily planted tank? My vote for cheap, instant effect and low maintenance plants goes to;
Moss balls (love these)
Amazon sword
Java fern

No need for CO2 unless you want for a cheap biological system (I have and it's great, JBL Proflora Bio). Liquid fert helps a lot.

Stocking looks absolutely fine imo and love what you are doing for your mum. Can't wait to see the final product.

I've always found the following plants cheap, easy to grow and no need for any fancy equipment except for the occasional dose of liquid fertiliser, just some decent lighting. Some have already been suggested by other posters.
Anubis
Java fern
Val
Amazon swords
Elodea
Java moss
All of these look good when grown and can be purchased at a nice size fairly cheaply.
They all look good in most tank setups and scrapes so worth looking at as the bulk and you can get some more specialised and unique plants to as well to mak things more interesting and for the carpet.

Good luck with it, you are spending some time and money to do a nice thing for someone else which is a good thing. Don't forget to post pics!

Rotala rotundifolia and ludwigia are hardy attractive stem plants that would work in your setup.
