looks like a faded out congicus. See faint stripes on the body.

Lack is substrate likely. Could be stressed. It’s wild looking.

Stressed out can cause bichirs to fade but every individual fish is different. Some bichirs will still color up from a lack of substrate while some will just wash out. In your case, if the fish is eating normally then I wouldn't worry too much about it. Also sometimes bichir will get darker or lighter at different times of the day/month/year (no idea why).
This specimen is likely a wild caught. Captive bred congis are harder to come across.
