Is this safe to feed my fish?

Of course, raw is better in terms of remaining nutritional value.

Depends on the species of raw shrimp. Tiger shrimp contains thiaminase. You'll have to google which species of shrimp or fish or aquatic animal has thiaminase so not to feed.
Rocksor seems to know more. I always assumed almost all crustaceans have high thiaminase, certainly all shrimp. Perhaps not all shrimp equally. Anyhow, giving quality pellets and/or soaking shrimp in VitaChem should make up for any antinutritional matter in shrimp.
